The intelligent mobile recording of administrative offences

SC-Mobil® is an innovative solution for mobile recording of administrative offences, both in the case of quiet traffic conditions as well as for all other types of administrative offence from all fields of law. SC-Mobil® is an example of a totally new way of recording regulatory offences using mobile devices (‘MDEs’) and ‘handhelds’ - as the new generation of mobile devices on the market are known. These handhelds are based on the Windows mobile platform (CE.NET) from Microsoft and offer interesting additional features such as a built-in camera, integrated mobile communication for online services (GPRS/UMTS), and built-in GPS. This allows novel solutions to be realized and, due to standardization, allows these solutions to be implemented with much better value for the money than before. 

In terms of ergonomics and efficiency, SC-Mobil® is far ahead of its time.

Ergonomic, efficient and intelligent recording

The application of SC–Mobil® is intelligent and revolutionary. The SC–Mobil® makes the recording of operations even more efficient and intuitive.

Apart from the well-arranged and ergonomically designed graphical user interface, the SC–Mobil® is characterised by the fact that only a minimum input is needed by the person making the recording and that entry key suggestions are offered which arise from what has been ‘learnt’ from the inputting of data on earlier occasions. For example, at scenes of incidents involving parking meters, after a short learning period, first of all, the only items which are suggested are those numbers related to the elements of the incident which involve parking violations at parking meters. Even when entering the street of the incident, in time the SC-Mobil® ‘learns’ alongside the operator and advantageously suggests the streets which are near to the preceding case. Of course, in both cases, the full elements of the incident or the entire index of streets can be called up. 

The innovative ‘self-learning components’ of SC-Mobil® takes account of all sequences which were recorded within a set period e.g. one month. This way the individual terminals also share their knowledge with each other. 

Through the pre-configuration of fields and selection lists, user input is reduced to a minimum. In the ‘Magic’ mode, the SC-Mobil® is able to find the desired entry in a selection list when user inputs a few keys, just as is commonplace these days with mobile phones. In addition, depending on the elements of the incident, it is only the relevant fields which are superimposed. 

When recording or post-processing, the SC-Mobil® automatically recognizes increases and adjusts the elements of the incident accordingly. Of course, all changes which are made after ‘setting (a case) as valid’ are logged in a case history. 

Efficient administration

SC–Mobil® is designed for simple and efficient administration.

For the initial installation, each mobile terminal only requires a core component which is installed once via a SD card or ActiveSync and which automatically downloads the rest of the program components and the configuration data (such as the index of streets or the index of elements of the incident) from the SC-Mobil® server. From Windows Mobile 6.1 upwards, the Microsoft Device Manager can also be used in order to carry out this initial installation remotely. 

Further information and updates can take place after the initial installation via the server, as for each connection, SC-Mobil® checks the mobile device to see whether new program components or configuration data has to be loaded. In doing so, only the changed parts are transferred, something which leads to significantly optimized data transfer volumes e.g. for the index concerning the elements of the incident. 

This way, new mobile terminals can be deployed easily. 

Flexible and configurable

SC–Mobil® is highly configurable and can be flexibly adjusted to meet customer-specific requirements. 

For example, for each customer, it is possible to define the fields, the order and the dependencies relationships which are to be recorded. 

Moreover, the SC-Mobil® is completely independent of the administrative offence procedures and has an open interface which can be easily adapted within the scope of customization. 

In conjunction with the SOFTCON administrative offence procedure SC-OWI®, the close integration offers of a variety of other benefits.

The wide range of available mobile terminals makes it possible to look for the hardware configuration which best fits the application which is required - SC-Mobil® can be basically run on all Windows CE.NET devices. 

Depending on the emphasis of task, a mix of different mobile devices may also make sense.  It is always possible to make a switch later on to more capable devices. 

Versatile

Apart from the recording of data alone, the SC-Mobil® can be integrated into online enquiry services via mobile communications (GPRS) which are required for parking licenses, or mobile phone charged parking. 

Beyond the classical domain of calm traffic situations, the SC-Mobil® can be deployed in other areas. Indeed, traffic wardens not only record administrative offences, but damages also have to be prosecuted and recorded. 

SC-Mobil® is not only designed for municipal authorities, but also for use by the police.  On the job, customers in the security business want to replace the pen and pad with the handheld which meets the demands of modern and efficient administration. Apart from the recording of data alone, the SC-Mobil® offers additional features. These include, among other things, an integrated electronic index concerning the elements of the incident which is always kept up to date. Cash-free payment is also possible by means of an EC/Maestro debit card, credit card or fleet card. This allows the user to dispense with use of cash on the spot as well as the complex procedures and supervision which are connected with it. 

SC–Mobil® components

SC–Mobil® consists of three basic components:

  • Mobile recording of data
    Alongside the recording of data using the SC-Mobil®, new operations can be accommodated on the mobile terminals. The recording of data also optionally supports on-site electronic payment transactions as well as online enquiries. 
  •  
  • Processing the operations
    SC-Mobil® operation processing is used for post-processing the recorded operations as well as for the subsequent transferral of data to the external administrative offence procedure. In addition, the SC-Mobil® system can administer using this component: including among other things, the maintenance of tables (e.g. the index of streets or the index of the elements of the incident), the administration of the SC-Mobil® users as well as the archiving and storage of operations. Statistical analyses can also be prepared. The operation editing process also has a convenient post-processing component in order to simply cancel double recordings for example using a semi-automated technique. 
  • Server
    The SC-Mobil® server only acts in the background. It controls communication with mobile terminals as well as the connection to the database. It ensures that the mobile terminals are always provided with the latest configuration tables (e.g. the index of streets or the index of the elements of the incident) and program versions.

through pre-fabricated profiles

 

Profiles

SC-Mobil® can be integrated in a variety of network topologies. 

In order to keep the integration transparent and easy for the customer, the SC-Mobil® offers prefabricated profiles for typical configurations: 

In the single-server profile, all the server components and the SC-Mobil® operation processing is installed on a computer. Mobile devices can be connected via ActiveSync® or via the network. This profile is typically used in configurations with 1-10 devices. Additional workstations for processing operations can be added. 

In the local server profile, all server components are installed on a server in the local network. Workstations and mobile devices access the server via the local access network. This profile is commonly used in configurations with 10-100 devices. 

In the WAN profile, it is the MMS, the communication component to the mobile devices, which is located in the DMZ and available via the Internet (optionally via a VPN). The MMS provides connections to the SC-Mobil® server integrated in the corporate network in order to synchronize data between mobile devices and the backend. This profile is commonly used in large configurations, e.g. data centres and / or where the devices are permanently online.
